May 21, 2013

            The Miner County Board of Commissioners met in regular session May 21, 2013, in the Miner County Courthouse.  Members present:  Roger Wentland, Don Bowman, Pat Maroney, Alex Protsch and Voni Durant.  Absent:  none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Maroney, seconded by Durant and carried to approve the agenda as amended. 

            The minutes of the May 7th meeting were approved.

            State’s Attorney Greg Protsch reviewed the drafted road haul agreement between Miner County, Shannon Colony and Clearwater Township.  Motion by Durant, seconded by Bowman and carried to adjust the drafted road -haul agreement.  Once the agreement has been reviewed by Shannon Colony and Clearwater Township officers it will be brought to the commission for final approval and adoption.

            It was moved by Maroney, seconded by Durant, and carried to approve the retail on-off sale malt beverage license applications of Harms Oil Company (Jake’s Corner) for Tract A of Bessman’s First Addition NW ¼ Section 12-106-55 Clearwater Township, and Sandy Scheuren (Coonhunter Inn) for Lot 1 of Lot 3 SW ¼ Section 34-105-57, Rock Creek Township to operate outside of a municipality for the 2013-2014 licensing period.

            Motion by Bowman, second by Protsch and carried to table the request for financial assistance for ICAP’s Nearly New Store.

            Motion by Protsch, seconded by Durant and carried to add the following buildings to the property insurance coverage:  Courthouse storage shed, 4-H concession stand, and 4-H sandbox.

            Zoning Administrator Tami Severson presented the following plat for consideration.  It was moved by Bowman and seconded by Durant that the following resolution be approved.

RESOLUTION 13-16

BE IT RESOLVED THAT the plat of TRACT 1 OF GASSMAN’S ADDITION IN THE N ½ OF THE NW ¼ OF SECTION 24, TOWNSHIP 105 NORTH, RANGE 56 WEST OF THE 5TH P.M., MINER COUNTY, SOUTH DAKOTA, as described appears to conform to the system of roads, existing plats, and section lines of Miner County and that adequate provision has been made for access to adjacent unplatted lands and that all provisions of Miner County Subdivision Regulations have been complied with.  Furthermore, all taxes and special assessments upon the Tract or subdivision have been paid and that the plat and the survey thereof have been lawfully executed.  Said plat is approved and accepted and the Chairman is hereby instructed to endorse on such plat this resolution and to certify the same.  Voting aye:  Bowman, Protsch, Maroney, Durant and Wentland.  Voting nay:  none.  Adopted this 21st day of May, 2013.

            4-H Youth Advisor Maria Feldhaus presented quotes for material to repair the Quonset building roof at the 4-H grounds. (Homestead $11543.15 and Canova Service Center $11817.65).  Motion by Maroney, seconded by Protsch and carried to purchase materials from Homestead Building Supplies and authorize Cosmo Construction to begin repairs.

            Highway Superintendent Ron Krempges reviewed the bridge inspection report on various bridges throughout the county and other road matters.

            Ryan Hartley, GIS Coordinator from First District of Local Govts.  presented information on GIS services offered by the district.  Tami Severson, Director of Equalization, has stated she is interested in implementing the use of GIS within the DOE department. 

            Welfare Director Gibi Page presented Poor Relief Case 13-03 for consideration.  Motion by Durant, seconded by Bowman and carried to deny case 13-03 due to applicant’s income was over eligibility at the time the debt occurred (SDCL 28-13-32.7).

            Tami Moore presented the Miner County Soil Conservation’s annual report and activities of the district.

            Miner County Treasurer Debbie Eggert outlined various properties that are now available for tax deed proceedings.  Commissioners gave direction as to how Eggert should proceed on each property.

            Weed Superintendent Bob Calmus reported on various weed department issues including usage of the department’s 4-wheeler.  Insurance and renting procedures will be reviewed at the next meeting.
