The Miner County Board of Commissioners met in special session, December 28, 2012, in the Miner County Courthouse. Members present: Patrick Maroney, Heath Thompson, Don Bowman and Roger Wentland. Absent: Voni Durant. Chairman Thompson called the meeting to order.
Motion by Maroney, seconded by Bowman and carried to approve the agenda as amended.
Maroney informed the board that ambulance manager Cora Schwader voiced concern as to lack of snow removal at the ambulance barn. Thompson will investigate the issue and attempt to resolve it.
Wentland provided information on a Dept. of Agriculture Urban Forestry grant that may assist in planting trees north of the courthouse.
Motion by Maroney, seconded by Bowman and carried to remove the following from capital accumulations and revert back to unassigned as follows: Courthouse Elevator $890,000.00, Motorgrader in 2013 $100,000; Asphalt Overlay in 2014 $300,000; Motorgrader in 2015 $100,000.
Motion by Maroney, seconded by Bowman and carried to adopt the following resolution.
RESOLUTION 12-30
WHEREAS, SDCL 7-21-51 allows the board of commissioners to authorize the accumulation of funds for a period longer than one year for capital outlay purposes;
THEREFORE, BE IT RESOLVED that the Miner County Board of Commissioners set forth funds from the General Fund for capital outlay accumulation as follows: $285,000 for the purchase of a motorgrader in 2014; $300,000 for the purchase of a motorgrader in 2017; $500,000 for the overlay project in 2016; $60,000 for 2016 bridge replacement; $60,000 for 2018 bridge replacement; $45,000 for crack sealer in 2018; $100,000 for courthouse, parking and grounds improvements; $75,000 2016 chip sealing; $75,000 2018 chip sealing; $100,000 for truck & snow equipment in 2019; $100,000 2019 chip sealing; $90,000 2014 chip sealing.
BE IT FURTHER RESOLVED that such funds shall be expended within eighty-four months from the date of this resolution or the funds shall revert to the fund from which they were originally appropriated.
Voting aye: Wentland, Maroney, Bowman, and Thompson. Voting nay: none.

Motion by Maroney and seconded by Wentland to adopt the following resolution.
RESOLUTION 12-31
WHEREAS, insufficient appropriation was made in the 2012 adopted budget for the following departments to discharge just obligations of said appropriations; and
WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;
THEREFORE, BE IT RESOLVED that the appropriation be transferred from contingency as follows: General Govt. Building $19000; Vets Service Office $100; WIC Nutrition $300; 911 $800; Emergency Management $1100; Operating Transfers to 911 $4000; Domestic Abuse Fund $140
