April 21, 2015

               The Miner County Board of Commissioners met in regular session April 21, 2015, in the Miner County Courthouse.  Members present:  Garrett Gassman, Roger Wentland, Voni Durant, Tom Reisch and Alex Protsch.  Absent:  none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.

                It was moved by Durant, seconded by Protsch and carried to approve the agenda.  The minutes of the April 7th commissioner meeting and April 14th board of equalization meeting were approved. 

                The board would like to thank the Clearwater Country Cousins 4-H Club for the muffins received as part of Bake and Take Day sponsored by the SD Wheat Commission. 

                Abby Connor representing the Miner County 4-H Jr. Leaders made a presentation of the group’s activities and goals.  The group would like to request that the Miner County Commissioners and Miner County Auditor participate in Achievement Days by showing a pig after the 4-H swine show Tuesday, August 4th.  The commissioners agreed to honor the group’s request.  

              Commissioners acknowledged receipt of the following correspondence:  SEH Howard Municipal Airport Draft Environmental Assessment 30-day public review and comment period.   

              Commissioners reviewed the proposed extension of the Joint Powers Agreement with Minnehaha County for juvenile detention.  It is the consensus of the board to inform Minnehaha that Miner County intends to approve the addendum to the joint powers agreement once the agreement is composed by Minnehaha County. 

              The total unassigned fund balance of the General Fund as of March 31, 2015 is $1,011,442.11 which represents a 31.78% fund balance percentage based on the 2015 total General Fund budget.

              Welfare Director Gibi Page presented for consideration poor relief case 15-01.  Motion by Protsch, seconded by Durant and carried to approve payment of $2,548.00 to Willoughby Funeral Home as applicant meets requirements for county burial. 

              Highway Superintendent Ron Krempges reported that he intends on removing the load limits on county roads in approximately one week.  Krempges has reviewed with the Dakota Access Pipeline representatives the various county permits that will be required if the proposed pipeline is approved.  An overview of the bridge sufficiency report was presented by Krempges. 

              Krempges requested that the following property be declared surplus.  Motion by Gassman, seconded by Reisch and carried to declare the 2004 Gehl 6640 skid steer w/pallet forks, 2003 Land Pride RC5010 10f. batwing mower and the 1966 Libby 10KW diesel generator as surplus being they are no longer necessary, useful or suitable for the purpose for which they were acquired and to place the equipment on a future public auction sale to be held in August at the Wieman Equipment Auction near Marion, SD. 

              911 Coordinator Cora Schwader gave the board a tour of the newly updated Miner County Dispatch Center explaining the new equipment and procedures that have been recently integrated into the office.
