January 19, 2016

The Miner County Board of Commissioners met in regular session January 19, 2016, in the Miner County Courthouse.  Members present:  Roger Wentland, Tom Reisch, Garrett Gassman, Voni Durant and Alex Protsch.  Absent: none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Durant, seconded by Protsch and carried to approve the agenda.

                Commissioners acknowledged receipt of the following correspondence:  Mitchell Area Networking Assoc. Group 2nd Annual Project Connect Day; SD DENR Donahue Farm Manure Mgt. System Animal General Permit Application Review; Canova Cowhands 4-H Club thank you.

                Director of Equalization Tami Severson presented the following plat for consideration.  It was moved by Protsch and seconded by Gassman to adopt the following resolution.

RESOLUTION 16-05

                BE IT RESOLVED by the Board of County Commissioners of Miner County, South Dakota, that the plat of LOT 1 AND LOT 2 OF WEINEL ADDITION IN SECTION 17-T107N-R55W OF THE 5TH P.M., MINER COUNTY, SOUTH DAKOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same. 

                Voting aye:  Durant, Reisch, Gassman, Protsch, and Wentland.  Resolution approved this 19th day of January  2016.

                Severson informed the board of a request received for zoning maps.  She was instructed to utilize the current charge of $10 for zoning ordinance and $100 for comprehensive land use plan.

                Commissioners discussed mowing of the 4-H grounds with consideration of requesting bids for the 2016 summer.  The board instructed the auditor to advertise for bids for the mowing and trimming of the 4-H grounds on a per time basis.  Those submitting bids must provide a certificate of insurance along with their bid.  Bids will be considered at the March 1st meeting.

                Highway superintendent Ron Krempges reported on the SD Dept. of Transportation’s approval of Miner County’s 5-Year Road & Bridge Improvement Plan.  He also reported on snow removal issues and tree removal from road right-of-ways.

                It was moved by Gassman and seconded by Durant to approve the 2016 Charles Mix County prisoner housing agreement.

                The board reviewed the current personnel policy section 6.3.2 Holiday Leave.  The current plan states:  A regular full-time employee required to work by the Supervisor on a paid holiday observed by Miner County will receive time and one-half (1 ½) for those hours worked and eight hours of compensatory time.  It was moved by Reisch and seconded by Durant to eliminate “and eight hours of compensatory time”.  The motion failed 0-5.  It was then moved by Gassman, seconded by Durant and carried (5-0) to remove “and eight hours of compensatory time” and add “and compensatory time for actual hours worked.”

                It was moved by Durant, seconded by Protsch and carried to approve the bid from Direct Digital Control for the upgrade of the steam boiler and the installation of 10-Zones of Steam Radiation ($24,950.00) plus an estimate for installing combustion air damper and new louver to replace window ($2000) and estimate for plumbing install of 10 new control valves for the 10 zones of radiation ($3000).
