The Miner County Board of Commissioners met in regular session, December 4, 2012, in the Miner County Courthouse. Members present: Roger Wentland, Heath Thompson, Voni Durant, Patrick Maroney, and Don Bowman. Absent: none. Chairman Thompson called the meeting to order. The Pledge of Allegiance was recited.
Motion by Wentland, seconded by Durant and carried to approve the agenda as amended. The minutes of November 20th, November 28th, and November 29th were approved.
The Auditor’s account with the County Treasurer showed an November 30, 2012 balance of $4,201,912.05 in all state, county, civil, school, and trust accounts.
Motion by Maroney, seconded by Durant and carried to enter into executive session to discuss personnel matters at 9:06. The commission returned to regular session at 9:18.
Commissioners acknowledge receipt of thank you notes from the Canova Cow Hands 4-H club and its members thanking the commission for support of the Miner County 4-H program, and the Fun After School Time for grant funds received.
The request for submitting the Governor’s Economic Development Survey from First District Assoc. of Local Govt. was reviewed. Maroney shall submit the county’s response.
Motion by Bowman, seconded by Durant and carried to approve the following contracts: 2013 Juvenile Detention Per Diem Contract with Minnehaha County; SD Department of Health CHN contract for 2013; and the subagreement with the SD Secretary of State for TotalVote.
States Attorney Greg Protsch and Director of Equalization Kay Hageman joined the meeting to review a request from Sage Information Services to supply valuation information from the Director of Equalization’s office in electronic format at no cost. The commission’s response is to contact the software provider for an estimate for providing the requested information in an electronic format. At that time Sage Information Services will be made aware of the costs for providing the information.
Highway Superintendent Ron Krempges reviewed highway matters.
Brian Soehl of VanTek Communications made requests to either rent space on the county owned radio communications tower located in section 16 of Roswell Township or purchase the tower and then rent space back to the county. Commissioners responded by requesting that Soehl submit a proposal and contract for purchasing the tower and a rental agreement for the county to rent space if the tower should be sold to the company. After reviewing the requested information the commission will then make a decision on how to proceed.
Sherri Matthews of Wellmark Blue Cross presented the renewal rates for the county health insurance premiums. The commission will explore the renewal along with added renewal information from TransAmerica which will be received at the December 18th meeting.
Motion by Durant and seconded by Maroney and carried that certain county equipment be declared no longer necessary, useful or suitable for the purpose for which it was acquired and that said property be disposed of, as follows: HP Compaq NX 9010 Lap Top Computer to be destroyed.
