January 4, 2012
The Miner County Board of Commissioners held their reorganization meeting January 4, 2012, in the Miner County Courthouse. Members present: Heath Thompson, Pat Maroney, Donald Bowman and Roger Wentland. Member LaVonne Durant joined the meeting by phone. Members absent: none.
County Auditor Susan Connor called the meeting to order. It was moved by Bowman seconded by Durant and carried to approve the agenda.
It was moved by Wentland seconded by Maroney and carried to elect Heath Thompson as Chairman. Thompson took the chair.
It was moved by Bowman to elect Voni Durant as Vice-Chairman. Motion died for lack of second. Motion by Thompson, seconded by Maroney and carried to elect Roger Wentland as Vice-Chairman.
The Auditor's Account with the County Treasurer showed a December 31, 2011, balance of $3,662,506.59 in all state, county, civil, school, and trust accounts.
The minutes of the December 20th and 29th meetings were approved.
The Miner County Pioneer was designated as official county newspaper, the Miner County Courthouse, Canova Community Hall, and Carthage Community Room as mortgage sale sites and the Miner County Bank at Howard, Miner County Bank at Canova, Farmers State Bank at Carthage, and the SD Public Funds Investment Trust as official depositories for the county for 2012.
The following appointments were made Mike Connor and Denise Gassman to 3 year terms on the Ambulance Board. Members and the year their term expires are as follows:

It was moved by Maroney and seconded by Wentland to approve the following resolution.
RESOLUTION 12-1
WHEREAS, SDCL 12-15-11 provides that the Board of Commissioners shall by annual resolution at the first regular commission meeting establish the rate of compensation to be paid the judges and clerks of a necessary election;
THEREFORE, BE IT RESOLVED that the rate of compensation for judges and clerks for any county-wide election in 2012 be established at $150.00 for a general election, $150.00 for a primary or special election, and $25.00 for attendance of election schools.
Voting aye: Thompson, Bowman, Maroney, Durant and Wentland. Nay: none.

RESOLUTION 12-2
WHEREAS, SDCL 7-7-25 states that the Board of County Commissioners, by resolution, may authorize county officials to attend educational conferences, meetings, and conventions held and conducted within or without the state of South Dakota pertaining to the betterment and advancement of county government;
THEREFORE, BE IT RESOLVED that the county commissioners, highway superintendent, auditor, treasurer, register of deeds, state's attorney, sheriff, assessing officer, coroner, and veterans service officer be authorized to attend conferences, meetings, and conventions called for the purpose set forth in SDCL 7-7-25 and that the mileage and necessary expenses to attend such be allowed. This resolution shall be in force for fiscal year 2012.
Voting aye: Thompson, Bowman, Maroney, Durant and Wentland. Nay: none.

BE IT FURTHER RESOLVED that longevity pay based on $25.00 per year of employment be paid in November for 2012.
Motion by Bowman, seconded by Maroney and carried to approve the rates charged for dispatching and 911 services as presented by the sheriff’s department in its 2012 budget.
Motion by Wentland, seconded by Durant and carried to set the law enforcement clothing allowance at $200/yr./employee and $125/yr/employee for high visibility clothing for highway workers.
Commissioners reviewed the current holidays listed within the personnel policy. Motion by Maroney, seconded by Bowman and carried to remove from section 6.3.2 Holiday Leave Christmas Eve – December 24 1 p.m. to 5 p.m. and to change the following by removing the strike through portion – Additionally, any day so designated by the Miner County Commissioners or the Governor of South Dakota or the President of the United State shall be observed as a legal holiday by the County.
Commissioners reviewed the proposal for health insurance, GAP, critical illness and accident coverage. To control rising costs associated with health care premiums, the commission will increase the deductible and co-insurance and add GAP, critical care, and accident insurance to assist with the increase costs to the employees. Motion by Wentland, seconded by Maroney and carried to pay 100% of the employee’s coverage and 70% of dependent coverage for health, GAP, critical care and accident insurance.
Motion by Bowman, seconded by Maroney and carried to set the following holidays for 2012: New Year’s Day, Martin Luther King Day, Presidents’ Day, Good Friday (1 p.m. to 5 p.m.), Memorial Day, Independence Day, Labor Day, Native American Day, Veterans’ Day (Observed Nov. 12), Thanksgiving, Friday after Thanksgiving, Christmas Eve (1 p.m. to 5 p.m.), and Christmas Day.
Commissioner Durant left the meeting. Highway Superintendent Ron Krempges reviewed future road project costs and funding issues with State programs and the county’s share of those project costs.
