January 15, 2013

            The Miner County Board of Commissioners met in regular session January 15, 2013, in the Miner County Courthouse.  Members present:  Pat Maroney, Heath Thompson, Voni Durant, Don Bowman and Roger Wentland.  Absent:  none.  Chairman Thompson called the meeting to order.  The Pledge of Allegiance was recited.

            The minutes of January 3rd were approved. 

            The Auditor’s account with the County Treasurer showed a December 31, 2012 balance of $3,788,786.48 in all state, county, civil, school, and trust accounts.

            Correspondence reviewed included Volunteers of America change in staffing, Dennis Hoffman as interim CEO and Sheryl Barnett as Executive Vice-president. 

            Gibi Page made a request to donate vacation hours to another county employee.  Commissioners determined that this would be allowable through the personnel policy.

            Commissioners instructed the auditor to distribute the health insurance notifications as provided by Wellmark.

            As no petitions were filed for the elective position of coroner and as the appointed term of the current coroner, Terrance Lee, was effective through the date of the general election, it was moved by Wentland, seconded by Bowman, and carried to appoint Terrance Lee as Miner County Coroner through the next general election.    

Emergency Management Director Robert Calmus presented information on possible funding available to create an emergency operations center.  Calmus will secure preliminary costs for the center and continue to keep the commission informed on the project.

            Planting and transplanting trees to the north of the courthouse was discussed.  The existing conifers located to the east side of the parking lot will be transplanted this spring to the north edge of the tree belt.  Further development of the area will be considered this spring. 

            Todd Kays of First District of Local Governments presented the district’s annual report which reviewed funds received through the district’s involvement.  Commissioners requested that First District assist with a wage study for county employee compensations and to study the issues with ambulance service coverage and costs. 

            It was moved by Bowman, seconded by Wentland and carried to make the following changes to the Miner County Personnel handbook.

Elected Official – SDCL 7-7.  An individual elected to serve a four-year term and is selected to hold an office for Miner County.  Refer to the Auditor’s Office for a current list of individuals holding elected positions.  Director of Equalization and The Highway Superintendent are is to be treated as elected official (commissioner motion March 2, 2010 and January 15, 2013)
