July 16, 2013

            The Miner County Board of Commissioners met in regular session July 16, 2013, in the Miner County Courthouse.  Members present:  Roger Wentland, Don Bowman, Pat Maroney, Alex Protsch and Voni Durant.  Absent:  none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Maroney, seconded by Protsch and carried to approve the agenda as amended.

            The minutes of the July 2nd meeting were approved.

            State’s Attorney Greg Protsch reported that the SD Water Management Board at their recent meeting set the outlet elevation of Lake Thompson at 1687.5 feet which was the original recommendation of the SD Dept. of Environment and Natural Resources’ engineer. 

            Motion by Durant seconded by Bowman and carried to enter into executive session (SDCL 1-25-2 (1)) to discuss personnel performance.  State’s Attorney Greg Protsch and Sheriff Lanny Klinkhammer were also present for the session.  The board returned to regular session at 9:52.

            Tami Severson presented the following plat for consideration.  Motion by Bowman and seconded by Durant to adopt the following resolution.

RESOLUTION 13-18

            BE IT RESOLVED by the Board of County Commissioners of Miner County, South Dakota, that the plat of CONNOR CONSERVATION EASEMENT TRACT 1 IN THE NW ¼ OF SECTION 25, T 107N, R 55W of the 5th P.M., MINER COUNTY, SOUTH DAKOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same.

            Highway Superintendent Ron Krempges discussed highway matters.

            Commissioners were informed of the option to change the health insurance renewal date to December 31st and the costs/savings options in doing so.  The commissioners agreed to leave the renewal date of March 1, 2014 due to possible premium savings.

            Brian Hosmer from Family Heritage Supplemental Insurance made a presentation of policies available from that company.   He also made a request to contact county employees to present those options.  Commissioners granted his request.

            Discussion on hiring an engineer to assist with parking lot, drainage and tiling of the courthouse grounds ensued.  As Brad Stangohr of Uleig provided engineer drawings for the elevator project it was the consensus of the board to contact Mr. Stangohr to provide an estimate for this new project.  

            Motion by Maroney, seconded by Protsch and carried to approve the Minnehaha inmate housing agreement for the period of July1, 2013 through June 30, 2014.

            Motion by Maroney, seconded by Protsch and carried to increase Director of Equalization Tami Severson’s salary by $100/month ($3,100/month) effective for the July payroll. 

            Commissioner Protsch presented information concerning chair lift accessibility.  Protsch will continue to research this potential project and report to the board his findings.
