The Miner County Board of Commissioners met in regular session June 18, 2013, in the Miner County Courthouse. Members present: Roger Wentland, Don Bowman, Pat Maroney, Alex Protsch and Voni Durant. Absent: none. Chairman Wentland called the meeting to order. The Pledge of Allegiance was recited. Motion by Maroney, seconded by Protsch and carried to approve the agenda.
The minutes of the June 4th meeting were approved.
States Attorney Protsch reviewed the proposed Stipulation establishing the outlet elevation for Lake Thompson. The proposed stipulation requests that the elevation be established at 1687.5 feet which was the original recommendation of the SD Dept. of Environment and Natural Resources’ engineer. Motion by Maroney, seconded by Bowman and carried to authorize State’s Attorney Greg Protsch to execute the agreement with Kingsbury, Lake, Clay and Turner Counties, SD Dept. of Game, Fish and Parks, SD DENR, Steven Noding, John Bruner and Merrill Nelson.
City of Howard Mayor, Andrew Dold requested information on properties with Howard City special assessments that were placed for property cleanup and removal of vegetation. Treasurer Debbie Eggert stated that of the properties in question 2 are available for tax deed proceedings and 2 are not. If tax deed is taken the special assessments will still remain on the property.
Motion by Bowman, seconded by Durant and carried to remove from the table a request for financial support for the ICAP Nearly New Store. Motion by Maroney, seconded by Protsch and carried to match the City of Howard’s financial support of $750 for the Nearly New Store with the requirement that ICAP file the store’s financial reports with the county.
Welfare Director Gibi Page presented poor relief case 13-04 for consideration. Motion by Maroney, seconded by Bowman and carried to deny Poor Case 13-04 due to lack of information available to determine income and residency eligibility (SDCL 28-13-1).
The preliminary 2014 county budget was handed out to the commissioners for their review. Further review will take place at the July 2 meeting.
Highway Superintendent Krempges discussed equipment repairs, mower costs and other road issues. Commissioners approved Krempges request to provide assistance to the City of Carthage for street patching and chip sealing. The city will pay for all materials associated with these projects.
