The Miner County Board of Commissioners met in regular session June 4, 2013, in the Miner County Courthouse. Members present: Roger Wentland, Don Bowman, Pat Maroney, Alex Protsch and Voni Durant. Absent: none. Chairman Wentland called the meeting to order. The Pledge of Allegiance was recited. Motion by Durant, seconded by Maroney and carried to approve the agenda as amended.
The Auditor’s account with the County Treasurer showed a May 31, 2013 balance of $4,760,454.20 in all state, county, civil, school, and trust accounts.
The minutes of the May 21st meeting were approved.
The board adjourned as a board of commissioners and reconvened as a board of adjustments. State’s Attorney Greg Protsch, Highway Superintendent Ron Krempges, Ben & Mark Wipf of Shannon Colony, Larry Haak, Lyndon Potter, Roger Laible Clearwater Township officers, and Greg Vavra of SDLTAP discussed the proposed road haul agreement. Various changes to the draft agreement and possible funding sources were reviewed. Motion by Durant, seconded by Bowman and carried to adjourn as a board of adjustments and reconvene as a board of commissioners.
Motion by Protsch, seconded by Bowman and carried to approve the updated Weed Board 4-Wheeler Use Policy. The policy is available for inspection in the weed supervisor’s office or the auditor’s office in the Miner County Courthouse.
Tami Severson informed the commission as to surplus property available from the Rural Learning Center. Commissioners reviewed the listing and made an offer for various pieces of equipment.
Highway Superintendent Ron Krempges discussed road matters.
Motion by Durant and seconded by Protsch to approve the following resolution.
RESOLUTION 13-17
WHEREAS, the Miner County Board of County Commissioners, having adopted and signed a Joint Cooperative Agreement on the 28th day of March, 1972, creating the First Planning and Development District, Model Rural Development Program,
THEREFORE BE IT RESOLVED THAT the commission does hereby agree to renew their participation in the Joint Cooperative Agreement for Fiscal Year 2014 (October 1, 2013 – September 30, 2014). To support the Joint Cooperative Agreement and the activities of the District staff,
BE IT FURTHER RESOLVED THAT the Miner County Board of Commissioners will provide $7,210.00 to the First District Association of Local Governments during the aforementioned Fiscal Year 2014 period.
Voting aye: Maroney, Protsch, Bowman, Durant and Wentland. Voting nay: none. Resolution adopted this 4th day of June, 2013.

Motion by Bowman, seconded by Maroney and carried to authorize the auditor to make an operating transfer as provided for in 2011 budget as follows: 911 Fund, $20,000.
Motion by Durant, seconded by Bowman and carried to allow employees to participate in the SDRS Roth 457 Program through payroll deduction effective July 1, 2013.
Rose Benson from Credit Collections Bureau presented information on programs offered by CCB for collection of liens filed by the county.
