The Miner County Board of Commissioners met in regular session July 1, 2014, in the Miner County Courthouse. Members present: Roger Wentland, Don Bowman, Garrett Gassman, Alex Protsch and Voni Durant. Absent: none. Chairman Wentland called the meeting to order. The Pledge of Allegiance was recited. Motion by Protsch, seconded by Durant and carried to approve the agenda as amended.
The Auditor’s account with the County Treasurer showed a June 30, 2014 balance of $4,835,112.42 in all state, county, civil, school, and trust accounts.
The minutes of the June 17th meeting were approved.
Motion by Gassman and seconded by Bowman to adopt the following resolution.
RESOLUTION 14-16
WHEREAS, the Miner County Board of County Commissioners, having adopted and signed a Joint Cooperative Agreement on the 28th day of March, 1972, creating the First Planning and Development District, Model Rural Development Program,
BE IT RESOLVED that the Miner County Board of County Commissioners do agree to renew their participation in the Joint Cooperative Agreement for Fiscal Year 2015 (October 1, 2014 – September 30, 2015).
BE IT FURTHER RESOLVED that to support the Joint Cooperative Agreement and the activities of the District staff, the Miner County Board of County Commissioners will provide $7,426.30 to the First District Association of Local Governments during the aforementioned Fiscal Year 2015 period.
Voting aye: Gassman, Bowman, Durant, Protsch and Wentland. Voting nay: none. Resolution adopted this 1st day of July, 2014.

Motion by Bowman, seconded by Durant and carried to approve the 2014 Emergency Management State & Local Agreement (addendum) with the SD Office of Emergency Management.
Director of Equalization Tami Severson presented the following plats for consideration.

RESOLUTION 14-17
BE IT RESOLVED by the Board of County Commissioners of Miner County, South Dakota, that the plat of K.W. BORAH CONSERVATION EASEMENT TRACT 1 IN THE SW ¼ OF SECTION 14, T 108 N, R 55 W OF THE 5TH P.M., MINER COUNTY, SOUTH DAKOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same.
Voting aye: Protsch, Durant, Gassman, Bowman and Wentland. Voting nay: none. Resolution adopted this 1st day of July, 2014.

BE IT RESOLVED that the plat shown and described as LOT 1 OF BERGHEIM’S ADDITION IN THE NORTHWEST QUARTER (NW ¼) OF SECTION TEN (10), TOWNSHIP ONE HUNDRED SEVEN (107) NORTH, RANGE FIFTY-FIVE (55) WEST OF THE 5TH P.M. IN MINER COUNTY, SOUTH DAKOTA, be approved and accepted by the Board of County Commissioners at its meeting of July 1, 2014 and the county Auditor is hereby instructed to endorse on such plat a copy of this resolution and to certify the same.

Severson informed the board that her office will begin the reassessment of the cities of Howard, Carthage and Canova within the next few weeks.
Commissioners acknowledged correspondence from the SD Association of County Commissioners concerning the formation of a Catastrophic County Poor Relief Advisory Committee and from the SD DOT concerning Transportation Alternatives Program Funding.
