The Miner County Board of Commissioners met in regular session July 15, 2014, in the Miner County Courthouse. Members present: Roger Wentland, Don Bowman, Alex Protsch, and Voni Durant. Garrett Gassman joined the meeting telephonically. Absent: none. Chairman Wentland called the meeting to order. The Pledge of Allegiance was recited. Motion by Durant, seconded by Bowman and carried to approve the agenda as amended.
The minutes of the July 1st meeting were approved.
Commissioners acknowledge the receipt of the following correspondence: Dakota Access LLC concerning the Dakota Access Pipeline Project; Miner County Soil Conservation District & NRCS monthly reports; SD Dept. of Environment & Natural Resources concerning Shannon Colony Manure Transfer Pipeline; and SD Depts. Of Veterans Affairs concerning Operation RAV (Reaching All Veterans).
Community Health Nurse Barb Esser presented the CHN quarterly report.
Director of Equalization Tami Severson presented the following plats for consideration.
Motion by Bowman and seconded by Protsch to adopt the following resolution.
RESOLUTION 14-19
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MINER COUNTY, SOUTH DAKOTA, that the plat of ALVINE CONSERVATION EASEMENT TRACT 1 IN THE EAST ½ OF THE NE¼ OF SECTION 27, T 105 N, R 57 W OF THE 5TH P.M., MINER COUNTY, SOUTH DAKOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same.
Voting aye: Bowman, Protsch, Bowman, Gassman and Wentland. Voting nay: none. Dated this 15th day of July, 2014.

Severson explained several issues relating to the proposed plat described as A PLAT OF ALVINE CONSERVATION EASEMENT TRACT 2 IN THE WEST ½ OF THE NE ¼ OF SECTION 27, T105 N, R 57 W of the 5th P.M., MINER COUNTY, SOUTH DAKOTA. The remaining portion of the W ½ of the NE ¼ is less than the minimum lot requirement so therefore no building permits could be issued in the future to the remaining 4 acres.
Motion by Durant and seconded by Bowman to approve the following resolution.

Commissioner Protsch asked for clarification of the Economic Assistance policy. The policy does not provide for assistance to repair plumbing or heating/cooling systems. No action was taken to provide for such assistance.
Durant reported on several issues related to a Carthage Township road being fenced off.
Motion by Protsch and seconded by Durant to adopt the following resolution.
RESOLUTION 14-21
WHEREAS, insufficient appropriation was made in the 2014 Mental Illness Hearing Expense budget to discharge just obligation of said appropriation; and
WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;
THEREFORE BE IT RESOLVED that the appropriation be transferred from Contingency to Mental Illness Hearing Expense, $1000.
Voting aye: Protsch, Gassman, Durant, Bowman and Wentland. Voting nay: none. Resolution approved this 15th day of July, 2014.

Ron Krempges, Miner County Highway Superintendent reviewed various highway projects including assistance with the high school track, chip sealing and mowing. He also reported that the Town of Canova would like assistance with removal of several foundations on city owned property. The highway dept. will assist with the project when scheduling allows.
Auditor Susan Connor presented the proposed provisional budget for the commissioners’ review. Further budget discussion will take place at the next commission meeting.
