October 21, 2014
The Miner County Board of Commissioners met in regular session October 21, 2014, in the Miner County Courthouse. Members present: Roger Wentland, Garrett Gassman, Alex Protsch and Voni Durant. Absent: Don Bowman. Chairman Wentland called the meeting to order. The Pledge of Allegiance was recited. Motion by Durant, seconded by Gassman and carried to approve the agenda as amended.
The minutes of October 7th were approved.
Commissioners acknowledge receipt of the following correspondence: Miner County Ambulance 40th anniversary information, Miner County Conservation and NRSC September reports, Interlakes Community Action Program update and thank you from Henden Future Farmers 4-H Club.
Motion by Durant and seconded by Protsch to adopt the following resolution.
RESOLUTION 14-26
WHEREAS, insufficient appropriation was made in the 2014 budget for the following departments to discharge just obligation of said appropriation; and
WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;
THEREFORE BE IT RESOLVED that the appropriation be transferred from contingency to Mental Illness Hearing Expense $200 and Juvenile Detention $1000. Voting aye: Protsch, Durant, Gassman and Wentland. Voting nay: none. Resolution approved this 21st day of October 2014.

Welfare Director Gibi Page presented an update to the Miner County Public Assistance Utility Allowance Policy. Suggested maximums were presented for assistance with utilities (electrical, water, sewer and garbage) $250 and for heating assistance $300 based on a one-time payment in a 12 month period per applicant. The proposed update would also set guidelines for past due utility and heating bills, and past due utility charges. It also states that the county will not be responsible for repair to water lines or heating equipment. Motion by Gassman, seconded by Protsch and carried to adopt Appendix E to the Miner County Welfare Policy. A copy of the updated policy is available for public inspection in the auditor & welfare offices.
Motion by Durant, seconded by Gassman and carried to enter into executive session (9:38) according to SDCL 1-25-2 (1). The board returned to regular session at 9:52.
Gary Drewes presented the South Dakota Public Assurance Alliance renewal for liability and property insurance. Motion by Protsch, seconded by Durant and carried to approve the renewal with SDPAA for the county’s insurance coverage.
