The Miner County Board of Commissioners met in special session, December 29, 2015, in the Miner County Courthouse. Members present: Garrett Gassman, Alex Protsch, Tom Reisch and Roger Wentland. Absent: Voni Durant. Chairman Wentland called the meeting to order. The Pledge of Allegiance was recited.
Motion by Protsch, seconded by Gassman and carried to approve the agenda as amended.
An application (15-01) for compromise of a county poor lien was presented by a county resident. The resident provided information verifying the lien was filed on the resident when the resident was 2 years of age. The board instructed the auditor to post an agenda allowing for a special meeting of the board of commissioners to be held on Wednesday, December 30, 2015 at 3:00 p.m. to consider the application.
Commissioner chair Wentland turned the meeting over to vice-chairman Protsch. The following quote per gallon (excluding non-applicable or refunded tax) based on a constant markup escalator clause was received for fuel for the period of January 1, 2016 through December 31, 2016: Howard Farmers Coop Association $1.74 unleaded, $1.59 unleaded with ethanol, $1.74 clear #1, $1.55 clear #2, $1.57 dyed #1, $1.34 dyed #2, $1.59 dyed #1 at Carthage shop, $1.36 dyed #2 at Carthage shop. It was moved by Gassman, seconded by Reisch, and carried (Wentland abstained) to award the purchase of fuel for the period from January 1 to December 31 to Howard Farmers Coop Association with the price being adjusted according the rack prices as of January 1, 2016.
Wentland resumed the chair. It was moved by Gassman and seconded by Reisch to adopt the following resolution:
RESOLUTION 15-34
WHEREAS, insufficient appropriation was made in the 2015 budget for the following departments to discharge just obligation of said appropriation; and
WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;
THEREFORE BE IT RESOLVED that the appropriation be transferred from contingency to the following departments: Commissioners $7985.82; Vet Service Officer $328.08; Mental Illness $776.01; Mental Illness Board $540.13. Voting aye: Protsch, Gassman, Reisch and Wentland. Voting nay: none. Resolution approved this 29th day of December 2015.

Motion by Protsch, seconded by Gassman and carried to authorize the auditor to make operating transfers as provided for in the 2015 budget as follows: Road & Bridge, $441,756.
It was moved by Reisch, seconded by Protsch and carried to authorize the auditor to make automatic supplements for grant funds received as follows: $4800 to Jail; $4800 to Public Safety Grants PSIA.
Motion by Reisch and seconded by Gassman to adopt the following resolution:
RESOLUTION 15-35
WHEREAS, SDCL 7-21-51 allows the board of commissioners to authorize the accumulation of funds for a period longer than one year for capital outlay purposes;
THEREFORE, BE IT RESOLVED that the Miner County Board of Commissioners set forth funds from the General Fund for capital outlay accumulation as follows: $100,000 for 2020 Asphalt Overlay.
Voting aye: Gassman, Protsch, Reisch and Wentland. Voting nay: none. Resolution adopted this 29th day of December 2015.
