The Miner County Board of Commissioners held their reorganization meeting January 6, 2015, in the Miner County Courthouse. Members present: Alex Protsch, Garrett Gassman, Tom Reisch, LaVonne Durant and Roger Wentland. Members absent: none.
Clerk of Courts Diane Keimig administered the oath of office to newly elected commissioners Garrett Gassman, Tom Reisch, Roger Wentland, and Alex Protsch
County Auditor Susan Connor called the meeting to order. It was moved by Protsch seconded by Durant and carried to approve the agenda as amended.
Connor asked for nominations for chairman for the 2015 year. Roger Wentland was nominated by Protsch. Having no further nominations it was moved by Durant seconded by Gassman and carried to elect Roger Wentland as Chairman. Wentland took the chair.
Wentland asked for nominations for vice-chairman for the 2015 year. Alex Protsch was nominated by Durant. Having no further nominations it was moved by Durant, seconded by Gassman and carried to elect Alex Protsch as Vice-Chairman.
The minutes of the December 29th and December 31st meeting were approved.
The Miner County Pioneer was designated as official county newspaper, the Miner County Courthouse, Canova Community Hall, and Carthage Community Room as mortgage sale sites and the Miner County Bank at Howard, Miner County Bank at Canova, Farmers State Bank at Carthage, and the SD Public Funds Investment Trust as official depositories for the county for 2015.
The following appointments were made Denise Gassman and Mike Connor to 3 year terms on the Ambulance Board. Members and the year their term expires are as follows:

It was moved by Durant and seconded by Gassman to approve the following resolution.
RESOLUTION 15-1
WHEREAS, SDCL 12-15-11 provides that the Board of Commissioners shall by annual resolution at the first regular commission meeting establish the rate of compensation to be paid the judges and clerks of a necessary election;
THEREFORE, BE IT RESOLVED that the rate of compensation for judges and clerks for any county-wide election in 2015 be established at $150.00 for a general election, $150.00 for a primary or special election, and $25.00 for attendance of election schools.
Voting aye: Protsch, Reisch, Gassman, Durant and Wentland. Nay: none.

RESOLUTION 15-2
WHEREAS, SDCL 7-7-25 states that the Board of County Commissioners, by resolution, may authorize county officials to attend “in-state” educational conferences, meetings, and conventions held and conducted within the state of South Dakota pertaining to the betterment and advancement of county government;
THEREFORE, BE IT RESOLVED that the county commissioners, highway superintendent, auditor, treasurer, register of deeds, state's attorney, sheriff, assessing officer, coroner, and veterans service officer be authorized to attend “in-state” conferences, meetings, and conventions called for the purpose set forth in SDCL 7-7-25 and that the mileage and necessary expenses to attend such be allowed. This resolution shall be in force for fiscal year 2015.
Voting aye: Protsch, Reisch, Gassman, Durant and Wentland. Nay: none. Resolution approved this 6th day of January, 2015.

Motion by Durant, seconded by Gassman and carried to set the following holidays for 2015: New Year’s Day, Martin Luther King Day, Presidents’ Day, Good Friday (1 p.m. to 5 p.m.), Memorial Day, Independence Day, Labor Day, Native American Day, Veterans’ Day, Thanksgiving, Friday after Thanksgiving, Christmas Eve (1 p.m. to 5 p.m.), and Christmas Day.
Motion by Protsch, seconded by Gassman and carried to approve the rates charged for dispatching and 911 services as presented by the sheriff’s department in its 2015 budget.
Motion by Durant, seconded by Gassman and carried to set the law enforcement uniform allowance at $200/yr./employee and $175/yr/employee for high visibility clothing for highway workers.
Miner County Treasurer Debbie Eggert presented an application for an elderly freeze that was received after that application deadline. The application was previously approved by the Howard City Council. Motion by Reisch, seconded by Durant and carried to approve the abatement application.
Welfare Director Gibi Page presented the following poor relief cases for consideration. Motion by Durant, seconded by Gassman and carried to deny poor relief cases 14-02, 14-03, 14-04, 14-05, 14-06, 14-07 & 14-08 due to lack of information available to determine income and residency eligibility(SDCL 28-13-1).
Highway Superintendent Ron Krempges discussed highway matters including a drafted public notice for destruction of highway grade or ditch SDCL 31-32-7. This notice will be mailed to landowners of Miner County farm ground. Krempges also reviewed the tentative statewide transportation improvement program (STIP) projects for Miner County.
Kay Heimark of Risty Benefits presented the renewal for county sponsored dental, vision and life insurance. Motion by Gassman, seconded by Durant and carried to approve the dental, vision and life insurance rates for 2015.
Teresa Leighton was present to voice complaints against the Miner County State’s Attorney and Miner County law enforcement personnel. Sheriff Klinkhammer was also present. She voiced that the State’s Attorney is not being impartial when prosecuting individuals. And she complained about how she and her family have been treated by law enforcement. Commissioners thanked her for coming to the meeting and for publicly filing these complaints.
Commissioner acknowledge receipt of the following correspondence: Notice of Public Input Meetings Scheduled for Dakota Access Pipeline; Mark Meierhenry concerning issues with the Dakota Access Pipeline; Paradigm Liaison Services pipeline safety meetings; SD DOT STIP funding; and Miner County Weed Superintendent 2014 annual report.
Motion by Protsch, seconded by Gassman and carried to approve the 2015 Davison County prisoner housing agreement.
Motion by Durant, seconded by Reisch and carried to approve the 2015 Lake County prisoner housing agreement.
Motion by Reisch, seconded by Durant and carried to appoint Terry Lee as Miner County Coroner until the next General Election.
Cora Schwader joined the meeting to explain the request from Ted Rufledt, Jr., chairperson of the 9-1-1 Coordination Board to release GIS data currently being used by Miner County 911 center. This information will be used to procure the SD Next Generation 9-1-1 (NG911) System. Motion by Gassman, seconded by Durant and carried that the Miner County Commission authorizes the release of GIS data to GEO-Comm, Inc., acting as an agent of the South Dakota 9-1-1 Coordination Board, in support of the Next Generation 9-1-1 System.
Commissioners reviewed the current personnel policy concerning personal and sick leave definitions. This portion of the policy will be reviewed at the next commission meeting.
