September 1, 2015

The Miner County Board of Commissioners met in regular session September 1, 2015, in the Miner County Courthouse.  Members present:  Roger Wentland, Tom Reisch, Alex Protsch, Garrett Gassman, and Voni Durant.  Absent:  none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Durant, seconded by Protsch and carried to approve the agenda as amended.

The Auditor’s account with the County Treasurer showed an August 31, 2015 balance of $4,490,571.07 in all state, county, civil, school, and trust accounts.

                The minutes of the August 18th meeting were approved.

                Commissioners acknowledge receipt of the June & July Miner Co. sheriff’s office & dispatch reports.

The 2016 Provisional Budget hearing was held as advertised.  No additional persons were present for the hearing.  No changes were made to the published provisional budget.  Final adoption will be on September 22nd.

It was moved by Gassman and seconded by Reisch to adopt the following resolution.   

RESOLUTION 15-21

                WHEREAS, insufficient appropriation was made in the 2015 adopted budget for Mental Illness Hearing Expense to discharge just obligations of said appropriation; and

                WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;

                THEREFORE, BE IT RESOLVED that appropriation of $200 be transferred from contingency to the Mental Illness Hearing Expense budget.

                Voting aye: Reisch, Durant, Gassman, Protsch and Wentland.  Voting nay: none. Resolution approved.

                Adopted this 1ST day of September, 2015.

                Commissioners reviewed the 2016 SDPAA insurance renewal survey and authorized Chairman Wentland to sign the updated survey.

                Colleen Zobel informed the board as to several issues with the courthouse building.  ProTech will be here to inspect the roof and the issue of water not draining properly from the roof.  Other issues reviewed included painting projects, removal of a tree near the 24/7 window and boiler operation.

                Individual commissioners will be distributing copies of the SD Dept. of Ag –Ag Site Development Study to businesses throughout the county.

                Tami Moore of the Miner County Soil Conservation District met with the board to review the annual report of the district. 

                Highway Superintendent Ron Krempges discussed fall mowing, gravel mining and other highway matters.  He also handed out his 7 year budget plan.

                Emergency Management Director Bob Calmus informed the commission that a proposal for an Emergency Mgt. Best Practice Storm Siren Policy may be drafted by the State of SD.   Commissioners had no objection to the proposal but stated that each community would need to approve implementation.  Calmus also gave a review of the Region 6 & TriState Emergency Management meetings.
