The Miner County Board of Commissioners met in regular session October 17, 2017 in the Miner County Courthouse. Members present: Roger Wentland, Tom Reisch, Garrett Gassman and Alex Protsch. Absent: Voni Durant. Chairman Wentland called the meeting to order. The Pledge of Allegiance was recited. Motion by Reisch, seconded by Protsch and carried to approve the agenda.
The minutes of the October 3rd meeting were approved.

Correspondence was received from East Dakota Water Development District September Meeting Minutes.
A public hearing was held as advertise for the Board of Commissioners to consider the application of a malt beverage license and an on-off sale wine license from Dolgen Midwest, LLC (Dollar General) to operate outside of a municipality (Lot A of Weishaar’s Addition in the NW ¼ of the NW ¼ of Section 12, T 106N, R 56W of the 5th P.M. Howard Township) for the 2017-2018 licensing period. It was moved by Gassman, seconded by Reisch, and carried to approve the retail on-off sale malt beverage license application of Dolgen Midwest LLC. It was moved by Protsch, seconded by Gassman and carried to approve the retail on-off sale wine license application of Dolgen Midwest LLC.
Motion by Protsch, seconded by Gassman and carried to authorize the auditor to make automatic supplements to the following accounts: WIC Administration (Revenue) & WIC travel (Expenditure) $612.65.
It was moved by Gassman, seconded by Reisch and carried to authorize the chairman to sign the agreement with First District of Local Govts. for services associated with the update of the Miner County Hazardous Materials Plan.
The board has sent a notice to the Miner County Pioneer for publication indicating their intent to adopt a supplemental budget at their November 7th meeting. This supplemental budget is to be adopted for the ambulance budget to cover the costs of the newly purchased ambulance ($129,400).
Ambulance Manager Cora Schwader joined the meeting to inform the board on the progress of the “building” of the ambulance. She estimates the ambulance will be available prior to the end of October. She made a request that an additional step be installed ($700) to the vehicle prior to delivery. The commission approved that request. Schwader reported on the costs of several different brands of oxygen tank lift systems. She will bring further information and a recommendation to the next commission meeting.
Highway Superintendent Ron Krempges reported on his findings of the condition of the two township culverts located in Redstone Township between sections 4 and 9. Krempges indicated that both culverts would need to be replaced making this project over the required bid limitation ($50,000). This project with the size of the culverts would need to be contracted out. The county does not have adequate equipment to handle the placement and installation of the culverts. The members of the board indicated that they were under the impression at its Oct. 3rd meeting that the county highway department would be doing the work when it passed the motion (SDCL 31-14-27) to allow the department to begin the project. With this added information the board has requested that Krempges invite the Redstone Township Board members to join a future commission meeting to discuss the project.
Krempges also reviewed other highway matters including mowing, gravel crushing and the bid process for accepting sealed bids for the 140H Cat motor grader.
It was moved by Gassman, seconded by Protsch and carried to enter into executive session to discuss personnel matters (SDCL 1-25-2 (1) 10:38 a.m. The board returned to regular session at 10:44.
