The Miner County Board of Commissioners met in regular session March 20, 2018 in the Miner County Courthouse. Members present: Roger Wentland, Tom Reisch, Garrett Gassman, Voni Durant, and Alex Protsch. Absent: none. Chairman Wentland called the meeting to order. The Pledge of Allegiance was recited. Motion by Durant, seconded by Gassman and carried to approve the agenda.
The minutes of the April 3rd meeting were approved.

CHN clerical assistance Brittany Lunstra presented the Community Health Nurse’s quarterly report.
The board moved to the first floor of the courthouse to conduct the public auction of the John Deere 430 Lawn & Garden Tractor with 60 inch Mid-Mount Rotary Mower. Several individuals were present for the public auction. The high bid accepted went to John Haak for $1200.
Highway Superintendent Ron Krempges reported on snow removal from the weekend blizzard.
Krempges presented the easement agreements for the bridge project located on the Canova oil. It was moved by Gassman, seconded by Durant and carried to authorize Wentland to sign the agreements with Randy & Lesa Feldhaus and David Dawson; the Right of Way Certificate; Utilities Certificate; and Letting Authorization for Project No. BRF 6211(09) PCN 02EZ.
Krempges has ordered a Ford ¾ Ton pickup off of the SD state bid. Repairs have been made to the 2008 pickup. He also questioned the status of the county farm fence. The highway department will work on repair of the existing fence.
With the inspection requirement of newly replaced highway signs several counties are considering pooling resources to purchase a reflectometer.
Treasurer Pat Carmon reported she has a request for the 2018 tax list. It was moved by Reisch, seconded by Protsch and carried to set a $250 fee plus applicable sales tax for tax & assessment lists and require purchasers to sign a “request for computer generated public records”.
A discussion as to the method of selling the 2006 ambulance resulted in the decision to auction at a public auction on Thursday June 7, 2018.
It was moved by Reisch and seconded by Gassman to adopt the following resolution.
RESOLUTION 18-10
WHEREAS, SDCL 35-4-2 (6) states that a county may charge for On-Sale Licenses issued outside municipalities an amount not less than the maximum that the municipality to which the applicant is nearest is charging for like licenses; and
WHEREAS, SDCL 35-4-11.1 states if not previously fixed by ordinance or continuing resolution, the board of county commissioners shall on or before the first of September in each year determine the number of on sale licenses it will approve for the ensuing calendar year and the fees to be charged for the various classifications of licenses.
THEREFORE BE IT RESOLVED, by the Miner County board of Commissioners that

a new liquor license will be based on the nearest municipality’s liquor license fees and shall not be less than the maximum of that municipality.

The number of On-Sale Licenses authorized for issuance in calendar year 2019 outside of municipalities within Miner County is three.
Voting aye: Protsch, Durant, Gassman, Reisch and Wentland. Voting nay: none. Resolution adopted this 17th day of April 2018.

It was moved by Durant, seconded by Protsch and carried to approve the managed services proposal with Connection Point for management of the county’s server and computers.
Emergency Management Director Bob Calmus met with the board to review the correspondence from The SD Dept. Public Safety concerning the proposed changes to the state & local agreement for emergency management services. Calmus also presented the updated LEOP plan for Miner County.
It was moved by Durant, seconded by Gassman and carried to enter into executive session to discuss personnel matters (SDCL 1-25-2 (1) at 11:25. The board returned to regular session at 11:37.
