The Miner County Board of Commissioners met in special session December 28, 2018 in the Miner County Courthouse. Members present: Roger Wentland, Tom Reisch, Garrett Gassman and Alex Protsch. Absent: Voni Durant. The Pledge of Allegiance was recited. Chairman Wentland called the meeting to order. It was moved by Gassman, seconded by Protsch and carried to approve the agenda. No one appeared for Public Comment.
It was moved by Reisch, seconded by Gassman and carried to approve the following claims for payment:

It was moved by Reisch and seconded by Protsch to approve the following resolution.
RESOLUTION 18-35
WHEREAS, insufficient appropriation was made in the 2018 budget for the following department to discharge just obligation of said appropriation; and
WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;
THEREFORE BE IT RESOLVED that the appropriation be transferred from contingency to the following departments: Operating transfers to 911 $20,000; Operating transfers to Rd & Brdg $50,000; Court Appointed Attorney $1639.50; 911 Fund $8400.00. Voting aye: Protsch, Reisch, Gassman and Wentland. Voting nay: none. Resolution approved this 28th day of December 2018.

It was moved by Gassman, seconded by Reisch and carried to authorize the auditor to make the following operating transfers as provided for in the 2018 budget from general fund to Rd & Bridge Fund $1,028,561; 911 Fund $48,406; Emergency Management $30,000.
It was moved by Gassman, seconded by Reisch and carried to remove from capital accumulations and revert back to unassigned: 2018 Bridge Replacement $60,000.
It was moved by Gassman and seconded by Protsch to adopt the following resolution.
RESOLUTION 18-36
WHEREAS, SDCL 7-21-51 allows the board of commissioners to authorize the accumulation of funds for a period longer than one year for capital outlay purposes;
THEREFORE, BE IT RESOLVED that the Miner County Board of Commissioners set forth funds from the General Fund for capital outlay accumulation as follows: $260,000 Asphalt Overlay in 2024.
Voting aye: Reisch, Gassman, Protsch and Wentland. Voting nay: none. Resolution adopted this 28th day of December 2018.

The following quote per gallon (excluding non-applicable or refunded tax) based on a constant markup escalator clause was received for fuel for the period of January 1, 2019, through December 31, 2019: Howard Farmers Coop Association $1.92 unleaded, $1.769 unleaded with ethanol, $2.594 clear #1, $2.264 clear #2, $2.318 dyed #1, $1.988 dyed #2, $2.338 dyed #1 at Carthage shop, $2.008 dyed #2 at Carthage shop. It was moved by Protsch, seconded by Gassman, and carried to award the purchase of fuel for the period from January 1 to December 31 to Howard Farmers Coop Association with the price being adjusted according the rack prices as of January 1, 2019.
The following motion from December 18th is noted here: It was moved by Reisch, seconded by Protsch and carried to grant the following level raises as of January 1, 2019: Jeremy Beyer from level 6 to level 7; Logan Calmus from level 5 to level 6; Eric Smith from level 2 to level 3; Adam Mentele from level 1 to level 2; and Amie Kidd from Level 3 to Level 4.
