February 20, 2018

 

              The Miner County Board of Commissioners met in regular session February 20, 2018 in the Miner County Courthouse.  Members present:  Roger Wentland, Tom Reisch, Garrett Gassman, Voni Durant, and Alex Protsch.  Absent:  none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Gassman, seconded by Reisch and carried to approve the agenda.

 

              The auditor’s account with the county treasurer showed a January 31, 2018 balance of $6,296,485.53 in all state, county, civil, school and trust accounts.

 

              The minutes of the February 6th meeting were approved.

 

              The board acknowledge receipt of the following correspondence:  Miner County Conservation District minutes and treasurer’s reports; NRCS November report.

            It was moved by Protsch, seconded by Gassman and carried to authorize the auditor to make an automatic supplement for grant funds received from Energy Transfer Partners (Dakota Access Pipeline) $20,000 to Emergency Management Grants (expenditure).

 

            Director of Equalization Tami Severson presented the following plat for consideration.

 

            It was moved by Reisch and seconded by Durant to approve the following resolution.

 

RESOLUTION 18-07

 

            BE IT RESOLVED by the Board of County Commissioners of Miner County, South Dakota, that the plat of LOT 1 OF STURDEVANT FIRST ADDITION, A SUBDIVISION OF THE NE ¼ OF SECTION 31, T 105N, R 57 W OF THE 5TH P.M., MINER COUNTY, SOUTH DAKOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same.

 

            Voting aye:  Gassman, Reisch, Protsch, Durant and Wentland.  Voting nay:  none.  Resolution adopted this 20th day of February, 2018.

            An application for abatement of taxes from Darrel Spader was considered.  Severson explained that the amount for abatement is for the portion of taxes assessed against the house that was located on Lot 3, Block 3, NW Add., Howard City.  Spader purchased the lot after the house had been removed in September 2017.  The abatement amount requested reflects the amount of taxes from the date of the house removal until December 31, 2017.  It was moved by Durant, seconded by Gassman and carried to approve the application of Darrel Spader for abatement of taxes on Lot 3, Block 3, NW Add. Howard City-$368.77.

 

            It was moved by Durant, seconded by Reisch and carried to declare the John Deere diesel lawn tractor as surplus and advertise for sale by public auction on April 20th at 9:45 a.m. on first floor of the Miner County Courthouse.

 

            Auditor Susan Connor presented the 2017 Miner County Annual Report which has been submitted to the SD Dept. of Legislative Audit.

 

            Highway Superintendent Ron Krempges reviewed the Redstone culvert replacement project.  Due to the added costs of hiring an engineer, Krempges has re-evaluated the project and reported he believes his department can complete the project with county labor & equipment.  The board instructed him to proceed with the project.

 

            Hughes County is selling several belly dump trailers.  Krempges plans to travel to Pierre to look at the condition of the trailers and will bring that information to the commission’s next meeting. 

It was moved by Protsch and seconded by Durant to adopt the following resolution.

 

RESOLUTION 18-8

 

            WHEREAS, Title 23, Section 151, United States Code and Title 23, Part 650, Subpart C, Code of Federal Regulations, requires initial inspection of all bridges and reinspection at intervals not to exceed two years with the exception of reinforced concrete box culverts that meet specific criteria.  These culverts are reinspected at intervals not to exceed four years.

 

            THEREFORE, Miner County is desirous of participating in the Bridge inspection work.  SDDOT will secure federal approvals, make payments to the Consulting Engineer for inspection services rendered, and bill the County for 20% of the cost.  The County will be responsible for the required 20% matching funds.

 

            Voting aye:  Gassman, Reisch, Protsch, Durant and Wentland.  Voting nay:  none.  Dated this 20th day of February, 2018, at Howard, South Dakota.
