The Miner County Board of Commissioners met in regular session April 16, 2019 in the Miner County Courthouse. Members present: Roger Wentland, Garrett Gassman, Tom Reisch, Voni Durant and Alex Protsch. Absent: none. Chairman Wentland called the meeting to order. The Pledge of Allegiance was recited. Motion by Durant, seconded by Gassman and carried to approve the agenda. No one appeared for Public Comment.
The board acknowledged receipt of the following correspondence: SD DENR permit for construction and/or continuous activities at state facilities; East Dakota Water Development District-March meeting minutes; Miner County Conservation & NRCS March reports.

Tami Moore from the Miner County Conservation District met with the board to review information concerning the Emerald Ash Borer. Moore presented a proposed management plan and asked for support in educating the public on the Emerald Ash Borer threat. The board encouraged Moore to meet with the city councils of Carthage, Howard, Canova and Vilas to bring awareness and solutions in combatting the threat.
Director of Equalization Tami Severson presented a request from Xcel Energy for Miner County GIS files. Miner County does not currently have a policy in place for selling GIS data. Severson will research other county’s policies and report back to the board.
Severson presented the following plat for consideration. It was moved by Reisch and seconded by Durant to adopt the following resolution.
RESOLUTION 19-12
BE IT RESOLVED by the Board of County Commissioners of Miner County, South Dakota, that the plat of Tract 1, Gassman Addition in the SE ¼ of the SW ¼ of Section 20, T105N, R56W, 5th PM, Miner County, South Dakota, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this resolution and certify the same.
Voting aye: Reisch, Durant, Gassman, Protsch and Wentland. Voting nay: none. Resolution approved this 16th day of April, 2019.

Director of Equalization Tami Severson met with the commission for the annual conference which is required by SDCL 10-3-14. It was moved by Durant, seconded by Gassman and carried to enter into executive session (SDCL 1-25-2 (1)) at 9:51. The board returned to regular session at 10:02.
Brittany Lunstra CHN clerical assistant presented the CHN quarterly report prepared by CHN Kayla Miller.
The board adjourned as a Board of Commissioners and reconvened as a Planning & Zoning Board. Planning & Zoning Chairman Alex Protsch called the meeting to order. Those present for the planning discussion included: Executive Director Todd Kays of 1st District of Local Governments, Zoning Administrator Tami Severson. The board completed the review of the agricultural district portion of the zoning ordinance. Further review of the remaining portions of the ordinance will continue at the June 4th meeting. The board adjourned as a Planning & Zoning Board and reconvened as a Board of Commissioners.
