The Miner County Board of Commissioners met in regular session December 15, 2020 in the Miner County Courthouse.  Absent: none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Protsch, seconded by Durant and carried to approve the agenda.

No conflict of interest was declared.  The minutes of the December 1st meeting were approved.

The following correspondence was received:  Vet Services Officer November report; SDACC-COVID19 funding for Conservation Districts.

No one appeared for public comment.

It was moved by Durant, seconded by Reisch and carried to approve the 2021 Minnehaha Co. Juvenile Detention & Lutheran Social Services Agreement.

Questions concerning the proposed lease agreement with the Miner County Historical Society were discussed.  The commission’s response will be sent to the society.

Director of Equalization Tami Severson presented the following plat for consideration.  It was moved by Reisch and seconded by Protsch to approve the following resolution.

RESOLUTION 20-43

            BE IT RESOLVED that the plat described as LOT 1 OF WOLF’S 6TH ADDITION IN THE EAST HALF OF THE NORTHEAST QUARTER (E1/2NE1/4) OF SECTION 14, TOWNSHIP 106 NORTH, RANGE 56 WEST OF THE 5TH P.M. IN MINER COUNTY, SOUTH DAKOTA, be approved and accepted by the Board of County Commissioners at its meeting of December 15, 2020 and the county Auditor is hereby instructed to endorse on such plat a copy of this resolution and to certify the same.

            Voting aye:  Protsch, Durant, Gassman, Reisch and Wentland.  Voting nay:  none.  Resolution adopted this 15th day of December 2020.

The board reviewed correspondence from American Bank and Trust offering a new credit card.  It was decided by the board to stay with the current credit card company, Cardmember Services, which is issued through American Bank and Trust. 

Maria Schwader of the SD Department of Legislative Audit held a closing conference with the board in regard to the audit of the county’s financial statements for 2018 & 2019.

The board took a break in the meeting to recognize Voni Durant for her service as a county commissioner.  Durant started on the board in January of 2003.  Thank you to Voni for all she has done to represent the citizens of Miner County.

The following quote per gallon (excluding non-applicable or refunded tax) based on a constant markup escalator clause was received for fuel for the period of January 1, 2021, through December 31, 2021:  Howard Farmers Coop Association $1.866 unleaded, $1.722 unleaded with ethanol, $2.199 clear #1, $2.029 clear #2, $1.923 dyed #1, $1.753 dyed #2, $1.963 dyed #1 at Carthage shop, $1.793 dyed #2 at Carthage shop.  It was moved by Gassman, seconded by Protsch, and carried to award the purchase of fuel for the period from January 1 to December 31 to Howard Farmers Coop Association with the price being adjusted according to the rack prices as of January 1, 2021.

Brad Stangohr of Ulteig, Inc. presented his annual bridge inspection report for bridges located within Miner County. 

Highway Superintendent Ron Krempges and Brad Stangohr presented the bids for the 2021 asphalt overlay on 435th Ave. (Canova Oil).  Bids were opened as advertised on December 10th.  The following bids were received:  Commercial Asphalt $1,397,434.50; Bituminous Paving $1,615,450; Duininck $1,388,401.75.  It was moved by Gassman, seconded by Reisch and carried unanimously to award the bid for 2021 asphalt overlay to Duininck. 

Krempges gave an update on the bridge project in progress on 435th Ave. and equipment purchases.  Krempges would like to purchase an attachment to be used with the backhoe in cleaning out culverts. Commissioners instructed Krempges to contact those who have used this attachment to hear how it has performed and bring those findings back to the commission.  Krempges asked for the following level raises for highway department employees.  It was moved by Reisch, seconded by Durant and carried unanimously to grant the following level raises:  Eric Smith to Level 5 $18.05/hr; Adam Mentele to Level 4 $17.82/hr; and Amie Kidd to Level 6 $34,107/yr, all effective January 1, 2021.

Having no further business, the meeting adjourned until December 29, 2020.  Dated this 15th day of December, 2020.
