The Miner County Board of Commissioners met in regular session February 4, 2020 in the Miner County Courthouse.  Members present:  Roger Wentland, Garrett Gassman, Tom Reisch, Voni Durant and Alex Protsch.  Absent:  none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Gassman, seconded by Protsch carried to approve the agenda.  The minutes of the January 21st meeting were approved.  No conflict of interest was declared.

The Auditor’s account with the County Treasurer showed a January 31, 2020 balance of $7,078,529.76 in all state, county, civil, school, and trust accounts.

Correspondence received and reviewed included:  East Dakota Water Development District-January meeting minutes.

No persons appeared for Public Comment.

It was moved by Protsch and seconded by Gassman to approve the following resolution.

RESOLUTION 20-07

            WHEREAS, insufficient appropriation was made in the 2020 budget for the following department to discharge just obligation of said appropriation; and

            WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;

            THEREFORE, BE IT RESOLVED that the appropriation be transferred from contingency to the following department:  Other Social Services (211 Helpline) $512.50.

Voting aye:  Protsch, Reisch, Gassman, Durant and Wentland.  Voting nay:  none.  Resolution approved this 4th day of February 2020.

Cindy Dannenbring, Executive Director of Interlakes Community Action Partnership presented a recap of program and services provided by ICAP within Miner County.  Projects & services included:  weatherization to 3 homes; furnaces in 9 homes; 160 people in 76 families received food/nutrition assistance through the Food Pantry; Miner County Transit system provided 637 rides; 27 households were served through the Volunteer Income Tax Assistance program; 60’s Plus Dining Program provided 16,794 meals to 217 seniors in Carthage, Canova and Howard; 44 children in 16 families received needed school supplies; 131 people in 49 families received personal care items; 1 family received rental assistance; 6 people in 6 families received utilities assistance; staff provided 345 referrals to help residents gain access to programs and services from partner agencies; and Nearly New thrift shop.  Dannenbring reported that ICAP will be joining with Rural Office of Community Services to provide transportation with the Miner County Transit system.  More information will be provided to the commission this summer concerning this transition. 

Tami Moore of the Miner County Conservation District presented information concerning the Emerald Ash Bore.  Moore plans on partnering with Kingsbury County Conservation District to apply for a grant to assist the counties and cities with removal and replacement of ash trees.  It was moved by Reisch, seconded by Protsch and carried to authorize Chairman Wentland to sign a letter in support of the grant to assist with the Emerald Ash Bore problem.

Ron Krempges, Miner County Highway Superintendent, reported that the City of Howard may be interested in purchasing the 2009 Cat 140M motor grader that was declared surplus at the January 21st meeting.  The board instructed Krempges to wait on advertising of the motor grader until further information is received from the Howard City Council.  Krempges also covered budget, 7-year plan for equipment/projects, bridge replacement, snow removal progress, road conditions and other highway matters. 

It was moved by Durant, seconded by Gassman and carried to enter into executive session to discuss personnel matters at 10:38 (SDCL 1-25-2 (1)).  Present for the session included commissioners, Sheriff Rob Eggert and Auditor Connor. The board returned to regular session at 10:56. It was moved by Gassman, seconded by Durant and carried unanimously to accept the resignation of Deputy Sheriff Ethan Weisz effective January 31, 2020.  The board instructed Sheriff Eggert to advertise for a deputy sheriff.

Having no further business, the meeting adjourned to February 18th.  Dated this 4th day of February, 2020.
