The Miner County Board of Commissioners met in regular session September 1, 2020 in the Miner County Courthouse. Members present: Roger Wentland, Garrett Gassman, Tom Reisch, Voni Durant and Alex Protsch. Absent: none. Chairman Wentland called the meeting to order. The Pledge of Allegiance was recited. Motion by Protsch, seconded by Reisch and carried to approve the agenda as amended.
The minutes of the August 18th meeting were amended and approved as follows: “President Joe Bechen requested on behalf of the church to abate the taxes from July-December of 2019 . . . .” No one appeared for Public Comment. No conflict of interest was declared.
The auditor’s account with the county treasurer showed a September 1, 2020 balance of $7,325,365.05 in all state, county, civil, school and trust accounts.

The structural engineer has been on site to review the courthouse building. A completed report should be received by the September 22nd meeting. It was decided to utilize the courthouse building committee (Alex Protsch and Roger Wentland) to review the study and authorize to proceed with heating & cooling studies.
A report from Vet Services Officer Tim Reisch was reviewed by the board.
At 9:30 the Provisional Budget Hearing was held as advertised. Final adoption of the 2021 budget will be held on September 22nd at 9:30.
Director of Equalization Tami Severson presented the following plat for consideration. Al Kaufman was also present. It was moved by Reisch and seconded by Protsch to adopt the following resolution.
RESOLUTION 20-34
Be it resolved by the Board of County commissioners of Miner county, South Dakota, that the plat of LOT 1 OF KAUFMANN ADDITION IN THE SW ¼ OF SECTION 25, T 105 N, R 55 W OF THE 5TH P.M., MINER COUNTY, SOUTH DKAOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same.
Voting aye: Protsch, Durant, Reisch, Gassman and Wentland. Voting nay: none. Resolution adopted this 1st day of September, 2020.

Highway Superintendent Ron Krempges joined the meeting. Krempges informed the board of next week’s possible start date for the bridge project located south of Howard on county highway #7 (Canova Oil). He has been in contact with Bessman & Sutton Auctions to schedule an October county surplus sale. Other matters discussed included completion of the fog sealing project on 421st from Fedora south to the Hanson/Miner County line; culvert replacement; locating clay for purchase; and the City of Carthage’s annual cleanup day.
It was moved by Protsch, seconded by Gassman and carried to enter into executive session at 10:31 pursuant to SDCL 1-25-2 (3). Others present besides commissioners included Deputy State’s Attorney Kristian Ellendorf, Welfare Director Gibi Page and Auditor Susan Connor. The board returned to regular session at 10:56.
Emergency Management Director Kent Terwilliger requested the board to adopt the updated Local Emergency Operation Plan. It was moved by Gassman, seconded by Reisch and carried to approve the LEOP. Terwilliger also informed the board of repairs that have been made to the county’s communications tower located on SD Hwy 25. The board was in favor of having 3-year inspections of the guide wires in lieu of installing a $5000 monitoring system.
Terwilliger also informed the board of Weed Board member Robert Peterson’s resignation from the Weed Board. A replacement will be considered at the September 22nd Board of Commissioners’ meeting.
