August 17, 2021
The Miner County Board of Commissioners met in regular session on August 17, 2021 in the Miner County 4-H Exhibit Hall. Members present: Alex Protsch, Garrett Gassman, Kathy Faber, Roger Wentland and Tom Reisch. Absent: none. The flag pledge was recited. Tami Severson was also present. Motion by Gassman, seconded by Faber and carried to approve the agenda. No Commissioner report of meetings attended was given.
The minutes of the August 10th meeting were approved.
No persons appeared for Public Comment.
It was moved by Reisch, seconded by Gassman and carried to approve the following claims for payment: Miner Co Historical Society $500.00 GRANT; Cora Schwader $318.44 EQUIPMENT; Co Employee $677.40 INSURANCE REIMBURSEMENT; Aramark $310.20, Miner County Historical Society $2,000.00 RENT; Baete-Forseth $220.31, Canova Service Center $420.56 REPAIRS; Jebro $12,782.31 ROAD MATERIALS; Fox Promo $128.00, Gillund Enterprises $212.16, SDSU Print Lab $231.91, Brittany Yanish $62.81 SUPPLIES; Kathy Faber $50.40, Garrett Gassman $61.74, SDACC $555.00, Stay USA Hotel $744.00 TRAVEL
Discussion was held concerning the Burn Ban that has been in place within all unincorporated parts of Miner County. At this time no change to that ban will be made. It will be placed on the September 7th agenda for further discussion.
Auditor Connor presented the quote from Connecting Point for technology equipment to be installed in the basement of the courthouse commission room. The board instructed Connor to place the order for this equipment and installation.
It was moved by Wentland, seconded by Gassman and carried to enter into executive session (SDCL 1-25-2 (1)) at 9:19. The board returned to regular session at 9:34.
Director of Equalization Tami Severson presented the following plat for consideration. It was moved by Faber and seconded by Gassman to adopt the following resolution.
RESOLUTION 21-16
BE IT RESOLVED by the Board of County commissioners of Miner County, South Dakota, that the plat of LOTS 2 and 3 of STEFFEN’S ADDITION IN GOVERNMENT LOTS 3 AND 4 IN THE SW ¼ OF SECTION 7, T 107 N, R 55 W OF THE 5TH P.M., MINER COUNTY, SOUTH DAKOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same.
Voting aye: Wentland, Faber, Reisch, Gassman and Protsch. Voting nay: none. Resolution approved this 17th day of August 2021.

Ron Krempges, Miner County Highway Superintendent, joined the meeting to review the Rural Access Infrastructure Program. There are approximately 155 small structures within township boundaries. These will need to be inventoried and inspected. Krempges gave suggestions for completing this project. More information will be obtained at the SD Counties Fall convention. Fall mowing, gravel & milling projects were also discussed.
The board discussed the draft medical marijuana ordinances. A public hearing will be held as advertised on August 31st at 9:00 a.m. at the 4-H exhibit hall. First reading of ordinances 2021-02 & 2021-03 will be held. These proposed ordinances can be found on the county’s website https://minercountysd.org.
Kyle Higgens of Puetz Design + Build met to review the progress of the courthouse project. It was moved by Wentland, seconded by Reisch and carried unanimously to approve Change Order #021-Contingency Deduct 3 $69712.51.
