January 5, 2021
The Miner County Board of Commissioners held their reorganization meeting January 5, 2021, in the Miner County Courthouse. Members present: Alex Protsch, Garrett Gassman, Tom Reisch, Kathy Faber and Roger Wentland. Members absent: none. Also, present included Jessica Charles, Kathleen Weidler, Greg Protsch, Kristian Ellendorf, and Rob Eggert.
County Auditor Susan Connor called the meeting to order. The Pledge of Allegiance was recited.
Newly elected and appointed officials Kathy Faber, Commissioner; Jessica Charles, Treasurer; Kathleen Weidler Deputy Treasurer; Greg Protsch, Deputy State’s Attorney and Kristian Ellendorf, State’s Attorney took their oaths of office.
The auditor’s account with the county treasurer showed a December 31, 2021 balance of $7,532,754.30 in all state, county, civil, school and trust accounts.
Wentland nominated Alex Protsch to serve as Miner County Commission Chairman. Having no other nominations, Protsch was elected as chairman. Protsch took the chair.
Reisch nominated Garrett Gassman to serve as Vice-Chairman. Having no other nominations, Gassman was elected as vice-chairman.
It was moved by Wentland seconded by Gassman and carried to approve the agenda. The minutes of the December 29th meeting were approved. No person appeared for public comment.
The board acknowledge receipt of the following correspondence: Miner County Veteran’s Service Officer December Report.
The Miner County Pioneer was designated as official county newspaper, the Miner County Courthouse, Canova Community Hall, and Carthage Community Room as mortgage sale sites and the River’s Edge Bank at Howard, River’s Edge Bank at Canova, American Bank & Trust at Carthage, and the SD Public Funds Investment Trust as official depositories for the county for 2021. Authorized signers on all accounts: Auditor Susan Connor, Deputy Auditor Rebecca Mommaerts, Treasurer Jessica Charles and Deputy Treasurer Kathleen Weidler.

It was moved by Wentland and seconded by Gassman to approve the following resolution.
RESOLUTION 21-1
WHEREAS, SDCL 12-15-11 provides that the Board of Commissioners shall by annual resolution at the first regular commission meeting establish the rate of compensation to be paid the judges and clerks of a necessary election;
THEREFORE, BE IT RESOLVED that the rate of compensation for judges and clerks for any county-wide election in 2021 be established at $175.00 for a general election, $175.00 for a primary or special election, on call election board workers $50, for attendance of election schools $30 and resolution board workers $75.

RESOLUTION 21-2
WHEREAS, SDCL 7-7-25 states that the Board of County Commissioners, by resolution, may authorize county officials to attend educational conferences, meetings, and conventions held and conducted within the state of South Dakota pertaining to the betterment and advancement of county government;
THEREFORE, BE IT RESOLVED that the county commissioners, highway superintendent, auditor, treasurer, register of deeds, state's attorney, sheriff, assessing officer, coroner, and veterans service officer be authorized to attend conferences, meetings, and conventions (within SD) called for the purpose set forth in SDCL 7-7-25 and that the mileage and necessary expenses to attend such be allowed. This resolution shall be in force for fiscal year 2021.
Voting aye: Wentland, Gassman, Reisch, Faber and Protsch. Nay: none.

Treasurer Jessica Charles presented, as required by SDCL 10-22-31, a list of delinquent buildings on leased site. She will now proceed with statute requirements for collection. Charles also requested permission to set up on-line banking for accounts held at American Bank and Trust. It was moved by Wentland, seconded by Faber and carried to allow the treasurer’s office to utilize on-line banking offered by American Bank & Trust.
Welfare Director Gibi Page presented the following poor relief case for consideration. It was moved by Wentland, seconded by Gassman and carried unanimously to approve Poor Relief Case 2021-01 to Avera Queen of Peace for $742.48 as client meets all requirements for assistance.
Highway Superintendent Ron Krempges reported on equipment purchases and progress on the bridge work located on 435th Ave. (Canova Oil). Krempges is estimating the bridge work will be completed within the next 2 weeks. The highway shop’s furnace is in need of replacement. The board instructed Krempges to contact local contractors to obtain estimates for radiant tube heater and installation.
Brittany Yanish made a formal request for funds obtained through the pop machine to be used to purchase a new Christmas tree for the courthouse. It was moved by Reisch, seconded by Faber to allow the purchase of a new Christmas tree utilizing pop machine proceeds (not to exceed $250).
