The Miner County Board of Commissioners met in regular session on December 20, 2022 in the Miner County Courthouse Commission room. Members present: Alex Protsch, Tom Reisch, Kari Jo Carlson, Kathy Faber and Joe Bechen. Absent: none. The flag pledge was recited. Motion by Faber, seconded by Carlson and carried to approve the agenda.
The minutes from the December 6th meeting were approved.
The board acknowledge receipt of the following correspondence: Miner County Sheriff-November Report; Miner County Veteran Services Officer-November Report.
It was moved by Bechen, seconded by Reisch and carried to enter into executive session at 8:05 (SDCL 1-25-2 (1) & (3)) The board returned to regular session at 8:55.
Highway Superintendent and LTAP representative Greg Vavra joined the meeting. Discussion and review of the applications for the township small structure grants was held. Requirements to be eligible must include the following: structure must be on a full maintenance road; township must complete a 5 year plan; township must complete an application; and township must have a opt out resolution in place &/or a .50 secondary levy. Miner County has received 5 applications. Of those 5 applications, three did not include a complete 5-year plan. Vavra will meet with the 3 townships to assist with completion of the plan. Adams & Canova townships had complete applications with the 5-year plan completed. It was moved by Carlson seconded by Faber to approve the applications of Adams & Canova townships. Voting aye: Reisch, Carlson, Faber, Bechen and Protsch. Voting nay: none. Motion carried.
Krempges presented the following B.I.G. application for bridge replacement on the west end of Carthage 49-062-020. It was moved by Faber and seconded by Bechen to adopt the following resolution and authorize the chairman to sign:
RESOLUTION 22-41
WHEREAS, Miner County wishes to submit an application for consideration of award for the Bridge Improvement Grant Program:
49-062-020, West edge of Carthage on 222nd Street over Redstone Creek
And WHEREAS, Miner County certifies that the project is listed in the county’s Five-Year County Highway and Bridge Improvement Plan;
And WHEREAS, Miner County agrees to pay the 20% match on the Bridge Improvement Grant funds;
And WHEREAS, Miner County hereby authorizes the Bridge Improvement Grant application and any required funding commitments.
NOW THEREFORE BE IT RESOLVED, that the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant application.
Voting aye: Reisch, Carlson, Faber, Bechen and Protsch. Voting nay: none. Resolution approved this 20th day of December 2022.

Volkswagon truck program-the truck will come into Sanitation Products in January. Krempges also made the request for the following level increases. It was moved by Reisch, seconded by Faber and carried to grant the
following level increases: Brian Dold to level 4, Adam Mentele to Level 6, Eric Smith to Level 7, Donald Eppe, Amie Kidd & Jeremy Beyer to level 8, and Terry Carlson & Darwin Callies to Level 9.
No persons appeared for public comment.
District 8 Representative John Mills joined the meeting to introduce himself and provide contact information to be used during the legislative session. Mills encouraged the board to reach out to him with issues that may need legislative assistance.
The board relocated to the Howard Hotel and Convention Center for the public auction of that facility. Chuck Sutton Auctioneer & Land Broker LLC conducted the auction. Sutton reviewed the description of the facility, closing requirements and that the property is sold in “as is condition with no contingencies whatsoever”. There were many interested parties that were present for the auction and bids were also taken over the phone by the auctioneering service. The ending bid was awarded to IRecover for $500,000.
It was moved by Carlson, seconded by Faber and carried to enter into executive session (SDCL 1-25-2 (3) at 11:30. The board returned to regular session at 11:49. It was moved by Carlson, seconded by Bechen and carried to authorize the chairman to sign the purchase agreement with IRecover.
The board returned to the courthouse commission room.
Director of Equalization Tami Severson reported she is currently waiting to receive a contract from the State’s Attorney’s office in regard to the SD Dept. of Revenue’s request for GIS-Pictometry files. This will be placed on a future agenda.
The board reviewed correspondence from the Minnehaha County commission chair concerning support of the Minnehaha County Detention Center new facility support. The board will consider this request after the 2023 legislative session.
It was moved by Bechen, seconded by Carlson and carried to approve and authorize the chairman to sign the 2023 Prisoner Housing Agreement with Charles Mix County.
Treasurer Jessica Charles reviewed the tax deeds she has filed within the past few months. It was moved by Resich, seconded by Faber and carried to authorize the auditor to abate the taxes associated with the following properties: Record #4111, #3216 for a total of $2591.17.
Charles also informed the board of out of state persons being allowed to license and transfer vehicle titles in South Dakota. Charles and other SD treasurers are concerned of fraud being committed by allowing this process within their offices. She asked for the commission’s support in only issuing licenses and transferring titles for out of state persons who physically come to her office or have ties to Miner County. The board gave their support to this policy.
