The Miner County Board of Commissioners met in regular session on August 15, 2023 in the Miner County Courthouse Commission Room. Members present: Alex Protsch, Tom Reisch, Kathy Faber, and Joe Bechen. Absent: Mike Clary. Others present for portions of the meeting included Tami Severson, Jill Calmus, Brittany Yanish and Amie Kidd. The flag pledge was recited. Motion by Faber, seconded by Bechen and carried to approve the agenda. No Commission report of meetings attended was given. The minutes of the August 3rd meeting were approved.

The board acknowledged receipt of the following correspondence: Miner County Sheriff July report; SD Dept of Health WIC & Community Health Nurse Program & Staffing Changes; Veteran Services Officer July report.
Discussion of the changes that are being implemented by the SD Dept of Health for WIC & Community Health Nurse programs. The WIC contract should be available before the end of August. If the board has questions pertaining to the WIC contract and CHN services, a request will be made for a DOH representative to attend a future meeting.
Highway Superintendent Krempges reported on the following highway matters: pavement markings have been completed; fall mowing will begin the 2nd week of September; equipment purchases; graveling; ditch cleanout and township applications for the Rural Infrastructure Program.
Auditor Connor reported that 2024 Provisional Budget for Miner County has been sent for publication to the Miner County Pioneer. The provisional budget hearing will be held on September 5th with final approval set for September 19th.
4-H Youth Advisor Jillian Calmus, Jessica Charles and Lisa Genzlinger joined the meeting. Calmus reported that $168,650 has been raised to fund the building of the swine, sheep and goat barn. The Miner County 4-H leaders voted to use proceeds from the 2023 pie auction to assist with the funding of the project. A work bee has been scheduled for August 19th when buildings will begin to be removed. The City of Howard will assist with removal of debris and provide fill dirt for the project. It was moved by Bechen, seconded by Faber and carried unanimously to declare the swine barn and sheep/goat barn as surplus and authorize disposal/removal as the buildings are no longer suitable/useful for the purpose they were intended.
