The Miner County Board of Commissioners met in special session December 28, 2023 in the Miner County Courthouse. Members present: Alex Protsch, Tom Reisch, Joe Bechen, Kathy Faber and Mike Clary. Absent: none. Also present included Auditor Susan Connor, Director of Equalization Tami Severson. Chairman Protsch called the meeting to order. The Pledge of Allegiance was recited. It was moved by Bechen, seconded by Faber and carried to approve the agenda, with the addition of Hearts & Hammers as a discussion item. The minutes from December 19th were approved. No commissioner report of meetings attended.

No persons appeared for Public Comment. The board acknowledged receipt of the November Moisture Report.
Motion by Clary, seconded by Faber and carried to approve the Chairman to sign the 2024 Beadle County Juvenile Detention Center Contract.
Commission Chairman Alex Protsch presented a certificate of recognition to Molly Steeneck for her 15 years of service with the Miner County Ambulance service as a fulltime EMT. Others in attendance were Tami Severson, Gibi Page, and Cora Schwader. The board expressed their gratitude for Steeneck’s dedicated work for the citizens of Miner County.
No changes were needed for capital accumulations.
It was moved by Faber and seconded by Bechen to approve the following resolution:
RESOLUTION 23-24
WHEREAS, insufficient appropriation was made in the 2023 budget for the following departments to discharge just obligation of said appropriation; and
WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;
THEREFORE, BE IT RESOLVED that the appropriation be transferred from contingency to the following departments: Auditor $2,990, Court Appt Atty $1,060, General Govt Building $23,155, Vet Services Officer $500, Support of Poor $2,640, Public Welfare $980, Transfer to Emergency Management $10,815, Emergency Management $16,520, and Domestic Abuse $65.
Voting aye: Protsch, Reisch, Bechen, Faber, Clary. Voting nay: none. Resolution approved this 28th day of December 2023.

It was moved by Reisch, seconded by Bechen and carried to authorize the auditor to make automatic supplements for the security grant- Govt. Building $22,424.67, and for the Hazmat Plan-Emergency Management $4,000.00.
It was moved by Faber, seconded by Clary and carried to authorize the auditor to make the following operating transfer as provided for in the 2023 budget from General Fund to Road & Bridge $400,000; 911 Fund $30,000 and Emergency Management Fund $10,815.
Hearts & Hammers of South Dakota was discussed. Tami Severson informed the board she had received a message from Mark Struwe that the City of Howard had decided to donate an additional $5,000 (total of $10,000) to the organization. Hearts and Hammers will be added onto the January 2nd agenda for the Commissioners to act on.
