The Miner County Board of Commissioners met in regular session on September 5, 2023 in the Miner County Courthouse Commission room. Members present: Alex Protsch, Tom Reisch, Joe Bechen, Mike Clary and Kathy Faber. Absent: none. The flag pledge was recited. Motion by Faber, seconded by Reisch and carried to approve the agenda. No persons appeared for public comment.
The minutes of the August 15th & 16th’s meetings were approved.
The auditor’s account with the county treasurer showed an August 31, 2023 balance of $5,716,529.32 in all state, county, civil, school and trust accounts.

The following correspondence was received: Fall River County Commissioners-Letter in opposition to CO2 Pipelines; SD Dept of Ag & Natural Resources-Surface Water Discharge Public Notice; Miner County Moisture Report; Community Health Nurse-January through June report & annual stats.
The board reviewed the 2023 CHN contract with the SD Department of Health. Commissioners had questions pertaining to the contract and services offered through the contract. It was moved by Reisch, seconded by Bechen and carried to table the 2023 CHN contract.
Highway Superintendent Ron Krempges reported that 5 Miner County Townships have submitted 5-year plans and will be submitting applications for construction in 2024. Krempges presented utilities and right-of-way certificates associated with the bridge project no. BRO-B 8049(23) PCN 085J. It was moved by Faber, seconded by Bechen and carried unanimously to authorize Chairman Protsch to sign the utilities and right-of-way certificates. It was moved by Reisch, seconded by Faber and carried unanimously to authorize Chairman Protsch to sign the Letting Authorization for bridge project no. BRO-B 8049(23) PCN 085J.
Krempges handed out his tentative 7-year plan. Commissioners will review this at the next meeting. Gravel crushing has started; fall mowing will begin the week of Sept. 11; trees have been removed from around the highway office; and the highway department along with the City of Howard have removed the swine, sheep and goat barns.
CHN Kayla Austerman and 4-H Youth Advisor Jillian Calmus requested a level increase for the shared clerical position, Brittany Yanish. It was moved by Reisch, seconded by Bechen and carried to increase Brittany Yanish from level 4 to level 5 ($36,966 annually).
The 2024 Provisional Budget Hearing was held as advertised. The final 2024 Budget will be adopted at the September 19th meeting.
The SD Dept. of Public Safety LEMPG 2024 Agreement was reviewed by the commission. Emergency Management Director Kent Terwilliger did not attend the meeting. Chairman Protsch reached Terwilliger by phone to ask his opinion of the agreement. Terwilliger encouraged the commission to sign the agreement which pays 50% of his emergency management salary. It was moved by Faber, seconded by Clary and carried to authorize Chairman Protsch to sign 2024 Local Emergency Management Performance Grant.
