            The Miner County Board of Commissioners met in regular session on June 6, 2024, in the Miner County Courthouse Commission room.  Members present: Alex Protsch, Tom Reisch, Joe Bechen, Kathy Faber, and Mike Clary.   Members absent:  none. 

Chairman Protsch called the meeting to order.   The Pledge of Allegiance was recited.  It was moved by Bechen, seconded by Faber, and carried to approve the agenda.  The minutes from the May 21st meeting were approved.  Clary reported on attending the Miner County Pipeline Tabletop Exercise (TTX) on June 5, organized by Emergency Manager Kent Terwilliger.  Clary commended Terwilliger on his preparation and execution of this event.  No one appeared for public comment. 

The auditor’s account with the county treasurer showed a May 31, 2024 balance of $6,883,369.83 in all state, county, civil, school and trust accounts.

            The Board of Commissioners, as the Miner County Canvassing Board, conducted the official canvass of the results of the primary election held on Tuesday, June 4, 2024.  There were no changes to the results.  The Certificate of the Canvass was signed and transmitted to the Secretary of State’s office.

            The Board then performed the random selection of the precinct(s) to be included in the Post-Election Audit (PEA) of the primary election results by drawing from paper slips from a box.  Precinct 2 was selected, with a total of 51 ballots.  Since 100 ballots is the required minimum, the board drew again from the remaining precincts, drawing Precinct 7, which had a total of 50 ballots.  As the Democratic Presidential Candidate race was the only statewide race for Miner County, that race will automatically be included in the PEA.  The remaining two Republican races were drawn at random, with the District 08 State Representative race being selected.  The Post-Election Audit for Miner County will take place in the Miner County Courtroom on June 14, 2024 at 1:00pm.  Auditor Mommaerts encouraged the Commissioners to attend. 

Correspondence Received:  VSO May Report, Sheriff Office May Report, ICAP 2022-2023 Data Report, and May Moisture Report.

Cora Schwader joined the meeting to discuss the Miner County Dispatch Intergovernmental Agreement.  This agreement has been in place since 1987.  The original has been lost, but Schwader has a copy that she revamped and sent to the State’s Attorney for approval.  The agreement presented at the meeting is the result of that work.  All entities will need to sign the updated agreement.  Bechen made a motion to sign the new Intergovernmental Dispatch agreement, seconded by Reisch; motion passed. 

A motion was made by Clary, seconded by Faber and passed to declare the 1997 Ford Model 9513 as surplus on May 21st; Highway Superintendent Ron Krempges has an offer of $3,000 from VanderHaag’s to purchase this vehicle, which has an inoperable engine, if Miner County delivered.  Reisch made a motion, seconded by Faber, and carried to approve the purchase proposal from VanderHaag’s for $3,000.  VanderHaag’s will prepare a purchase agreement. 

The following plat was recommended for approval by Tami Severson via email to the board.  Motion by Faber, second by Clary, and carried to approve the following resolution: 

Resolution 24-16

BE IT RESOLVED that the plat shown hereon and described as LOT 1 OF LONGHORN ADDITION IN THE EAST HALF OF THE SOUTHEAST QUARTER OF THE NORTHEAST QUARTER (E1/2SE1/4NE1/4) OF SECTION FOUR (4), TOWNSHIP ONE HUNDRED SIX (106) NORTH, RANGE FIFTY-SIX (56) WEST OF THE 5TH P.M. IN MINER COUNTY, SOUTH DAKOTA, be approved and accepted by the Board of County Commissioners at its meeting of June 6, 2024 and the county Auditor is hereby instructed to endorse on such plat a copy of this resolution and to certify the same.  Voting aye:  Clary, Faber, Bechen, Reisch & Protsch.  Voting nay:  none.

The following plat was recommended for approval by Severson via email to the board.  Motion by Bechen, second by Reisch, and carried to approve the following resolution:

Resolution 24-17

            BE IT RESOLVED by the Board of County Commissioners of Miner County, South Dakota, that the plat of LOT 1 OF WICK ADDITION IN THE NE ¼ OF SECTION 2, T 105 N, R 55 W OF THE 5TH P.M., MINER COUNTY, SOUTH DAKOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same.  Voting aye:  Clary, Faber, Bechen, Reisch & Protsch.  Voting nay: none.

            Commissioners approved the Two-Way Solutions, Inc. quote received from Kent Terwilliger for repairs to the cable on the Carthage repeater.
