            The Miner County Board of Commissioners met in regular session on October 15, 2024, in the Miner County Courthouse Commission room.  Members present: Alex Protsch, Tom Reisch, Joe Bechen, Kathy Faber and Mike Clary.   Members absent:  none. 

Chairman Protsch called the meeting to order.   The Pledge of Allegiance was recited.  It was moved by Faber, seconded by Bechen, and carried to approve the agenda, as amended.  The minutes from the October 1st meeting were approved.  Joe Bechen reported that there will be a Vermillion Water Basin meeting tomorrow afternoon at 3:00 in Salem.  No one appeared for public comment.

Correspondence received:   September Sheriff Report, September VSO Report, and September Moisture Report.

Director of Equalization Tami Severson presented a request for GIS Shapefiles from CoreLogic.  They are willing to pay the $5,000 (plus tax) fee.  Motion by Faber, second by Bechen to approve the request, once payment is received, and authorize Chairman Protsch to sign the agreement.

Highway Superintendent Krempges reported on highway matters.  The City of Carthage bridge is about done, and work has begun on the bridge north of Howard.  November 7th is the expected completion date.  The Carthage highway bridge is still waiting on the 404 permit.  Other highway matters discussed included the completion of gravel crushing, possible seeding, tire disposal, mowing, repairs to the John Deere tractor, supplementing salt and sand piles, hauling gravel and blading.  Bales had to be removed from ditches today.  He will be ordering blades for 2025 soon.  Ron reported he will be attending the annual local road conference next week in Sioux Falls from Monday until Wednesday. 

Motion by Clary, second by Bechen to enter into executive session at 10:08am.  Board came out of executive session at 10:23am. 

Curt Neises joined the meeting to discuss county’s property & liability insurance renewal.  The underlying carrier is Continental Western Group, an A+ rated company.  Cyber is a separate policy, under Cowbell, an A- rated company.  Valuations are up 8%, but the premium for the next year is 7% higher than it was a year ago.  The new policy would go into effect on 11/9/2024.  Motion by Reisch to approve the renewal quote by Miner Insurance, second by Clary.  Motion carried unanimously.
